The Norwegian and EEA financial mechanism

EU Member States and the three members of the European Economic Area (EEA) which are not also members of the EU, Iceland, Liechtenstein and Norway, participate in the internal market, which is characterized by the so-called "Four freedoms": free movement of goods, services, capital and persons. Simultaneously, Iceland, Liechtenstein and Norway established the EEA Financial Mechanism to support social and economic cohesion within the enlarged EEA, while the Kingdom of Norway allocated funds in order to support social and economic cohesion in the context of the Norwegian Financial Mechanism.

Despite the significant increase in development in Europe in the recent years, differences in economic development and living standards persist. Agreement on the European Economic Area (EEA) includes the objective to reduce social and economic disparities within the European Economic Area.


The Norwegian Financial Mechanism Program 2009-2014

Norwegian Financial Mechanism will allocate a total of 800 million euros to Bulgaria, Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia for the period 2009-2014.

The Norwegian Financial Mechanism Program 2009-2014 for Slovenia consists of two program areas:

"Initiatives in the field of public health" and

"Gender mainstreaming and reconciliation of work and family life."

Objectives for both program areas are:

improvement of public health,

reducing healthcare inequalities,

gender equality,

promoting the reconciliation of work and family life.

Role of the SVRK (Government Office for Development and European cohesion)

Government Office for Development and European cohesion policy (SVRK) is the national coordinator of aid received from the European Union, and the bilateral aid of the EU Member States.

SVRK acts as a national coordinator in charge of planning and implementing assistance programs. It coordinates the supervision of the implementation and evaluation of projects, and oversees the spending of funds in the recipient country of aid.

Project CPC +

Upgraded Comprehensive Patient Care project (CPC+) officially commenced on March 6th, 2015 and is funded by the Norwegian Financial Mechanism 2009-2014.

The project will upgrade the model of comprehensive patient care. Existing Model Practices (general practitioner, university graduated nurse and a nurse or medical technician) will be supplemented by a new team member, a home care nurse and will thus extend its reach into the community.

We will develop and verify two new clinical pathways for integration of community nurses into model practices and treatment of obesity in reference clinics, along with new training for specialists of family medicine, community nurses and the time reference clinics. Upon completion of training, specialists, community nurses and model practice teams will have to test their newly acquired knowledge in practice. For patient education, we will prepare a new module on healthy lifestyle and present it to patients. We will conduct the workshop using a team approach for dealing with long-term obesity.

The results of the project will be regularly reported throughout the duration of the project. We will be also informing the general public and patients, for which we have prepared different promotional material and publications in the media. Both domestic and foreign professional public will be informed about the progress and results of the project at professional meetings. We will prepare a project website where all the latest information on the progress and findings of the project will be made available. Therefore, we will establish an easy access to educational content and to enable the development of thematic social networks.

All phases of the project will be comprehensively evaluated and quality monitored.
